مكتبة القياس وجودة مقدمي الخدمات في سياق الأزمات. يشمل ذلك تدابير تم فحصها واختبارها من قبل أعضاء من مشروع "دليل إلى إجراء": اتحاد منطقة الشرق الأوسط وشمال أفريقيا وتركيا للتعليم في حالات الطوارئ (3EA)، إلى جانب أوراق عمل فنية تعرض براهين تثبت صلاحية التدابير، والمواد الإرشادية، ومواد التدريب ومصداقيتها.

 ستعثر أيضاً على تدابير وتقييم تعلّم الأطفال ونموهم الشمولي التي سبق استعمالها في منطقة الشرق الأوسط وشمال أفريقيا وتركيا قبل إنشاء هذه المكتبة.
