مناهضة العنصرية وإنهاء الاستعمار

تعود جذور عدم المساواة والظلم عالمياً إلى الإرث الذي عمل كل من الاستعمار والعنصرية على تكريسه. سعى الاستعمار اي تشكيل أنظمة التدخلات الإنسانية والتنموية العالمية، تاريخيًا وحاليًا؛ حيث تتواجد التحيزات العرقية والثقافية في هيكلة وعمل وسياسات هذه الأنظمة بشكل فعّال. تظهر هذه التحيزات في أساليب العمل والممارسات والسياسات في القطاعين الإنساني والتنموي والتي تشمل:

  •  اللغة المستخدمة في التحدث عن الأشخاص المتأثرين بالأزمات والصرعات،
  • امتلاك السلطة في صياغة القرارات وتوجيهها، 
  • السيطرة على المال والموارد والقدرة على الوصول إليها،
  • التحكم في تحديد أجندة الأعمال العالمية وإنتاج المعرفة.

يجب التعامل مع التعليم من منظور العدالة وإنهاء النظرة الاستعمارية ومكافحة العنصرية. تشير العدالة إلى الممارسات العادلة التي تتمثل في التقييم الموضوعي للتفاوتات في الفرص والنتائج والتمثيل، ومعالجة هذه القضايا من خلال إجراءات مستهدفة. يستهدف إنهاء الاستعمار عملية تحليل إرث الاستعمار في المؤسسات والهياكل وطرق الإنتاج المعرفي، وتحويلها بفعالية. وتنطوي على التصدي بفعالية للأفعال والسلوكيات والقرارات التي تدعم أو تعزز ديناميكيات القوة الاستعمارية. أما مكافحة العنصرية، فهي أكثر من مجرد عدم وجود العنصرية، بل تمثل عملية نشطة لتحدي الهياكل والممارسات العنصرية.

من الضروري لمجتمع التعليم العالمي المشاركة بشكل نقدي في هذه المفاهيم، والعمل نحو العدالة الإنسانية بقيادة محلية، واتخاذ إجراءات لتفكيك هياكل السلطة غير المتوازنة وعدم المساواة.

Humanitarian action has been a mainly international endeavour, where power continues to lie with donors, UN agencies and large international non-governmental organisations . This led to a call at the World Humanitarian Summit  for humanitarian action to be as ‘local as possible, as international as necessary’ inspiring numerous debates and initiatives, including the Grand Bargain. To better inform local humanitarian action, HPG launched a two-year research project in 2017 on capacity and complementarity, of which this is the final report.
