Antirracismo y Descolonialidad

La desigualdad y la injusticia a nivel mundial tienen sus raíces en el legado del colonialismo y el racismo. En general, se entiende que el colonialismo ha dado forma a los sistemas humanitarios y de desarrollo mundiales, tanto históricamente como en la actualidad; los sesgos raciales y culturales están presentes en las estructuras y acciones de dichos sistemas y les dan forma de manera activa. Estas dinámicas se manifiestan en las formas de trabajar, las prácticas y las políticas de los sectores humanitario y de desarrollo, entre las que se incluyen las siguientes:

  • El lenguaje utilizado para hablar de las personas afectadas por la crisis
  • Quién ostenta el poder en los espacios y procesos de toma de decisiones
  • Quién tiene poder sobre el dinero y los recursos y quién tiene acceso a ellos
  • Quién tiene el poder de establecer agendas globales y producir conocimientos

Es esencial abordar la EeE desde la óptica de la equidad, la decolonialidad y el antirracismo. La equidad se refiere a las prácticas justas y equitativas que se consiguen evaluando sistemáticamente las disparidades de oportunidades, resultados y representación, y abordando estas cuestiones mediante acciones específicas. La descolonialidad se refiere en general a un proceso que pretende cuestionar y transformar los legados del colonialismo en instituciones, estructuras y formas de conocimiento. Implica abordar activamente acciones, comportamientos y decisiones que mantienen o refuerzan la dinámica de poder del colonialismo. El antirracismo es más que la ausencia de racismo. Es un proceso activo de cuestionamiento de las estructuras y prácticas racistas. Es esencial que la comunidad educativa mundial se comprometa de forma crítica con estos conceptos, trabaje por una acción humanitaria dirigida localmente y actúe para desmantelar las estructuras de poder desequilibradas y la desigualdad.

Rethinking capacity and complementarity for a more local humanitarian action

Humanitarian action has been a mainly international endeavour, where power continues to lie with donors, UN agencies and large international non-governmental organisations . This led to a call at the World Humanitarian Summit  for humanitarian action to be as ‘local as possible, as international as necessary’ inspiring numerous debates and initiatives, including the Grand Bargain. To better inform local humanitarian action, HPG launched a two-year research project in 2017 on capacity and complementarity, of which this is the final report.
