Using Technology to Deliver Educational Services to Children and Youth in Environments Affected by Crisis and/or Conflict

The goal of this paper is two-fold: (1) to compile and review illuminating case studies of technology supported interventions to deliver education services that promote equitable access to children and youth in environments affected by crisis and/or conflict; and (2) to provide recommendations for the design and implementation of technology-supported education interventions. The intended audience is education program planners in developing countries, particularly those affected by conflict or crisis. Through a country case study approach, this report examines three types of educational technology programs, specifically:

  • Mobile phone-based delivery of educational content for improving student learning, aimed at both students and teachers;
  • Internet-enabled computer labs supporting K-12 education and youth employment-focused training;  
  • Interactive Radio Instruction (IRI) in primary education.
