This operational guidance is developed by the Public Health section of UNHCR with extensive input from the Division of International Protection. It covers 'mental health & psychosocial support' (MHPSS) in the broad sense of the term, and is thus meant for a range of actors, such as health, nutrition, education, SGBV, community-based protection, and child protection.

Between 2007 and 2009 Relief International provided informal education for Iraqi ‘refugees/asylum seekers’ in informal education community centers. The teachers were volunteers who received a stipend and were mainly Iraqi refugees who were not allowed to work in Jordan. Some teachers were also Jordanian or Palestinian volunteers.

The increased awareness of education as an important protection and assistance tool in the context of humanitarian responses to crisis and disaster has not been accompanied with adequate attention and funding by the donor community. There is still a gap between international declarations and government commitments to implement these commitments in their national contexts.

Refugee youth in Dadaab refugee camp in Kenya consider lack of opportunities to be one of the biggest challenges to living in the camp. Education proves to be a key factor in expanding opportunities within the limitations camp life sets. Yet little humanitarian assistance addresses the specific learning needs of youth.

Based on extensive analysis, this review sets out an agenda for change, aimed at promoting high quality and protective education for refugees, in keeping with education as a durable solution and as a core element of UNHCR’s mandate.
