Basic Education for Refugees and Displaced Populations

Ensuring the right to education is a matter of morality, justice and economic sense. On a society-wide scale, the denial of education harms the cause of democracy and social progress and, by extension, international peace and security. In recent years there has been an increased international discussion on the role of education in emergencies, in crisis situations, during transition from conflict to peace and in early rehabilitation and reconstruction scenarios. This increased awareness of education as an important protection and assistance tool in the context of humanitarian responses to crisis and disaster has not been accompanied with adequate attention and funding by the donor community. There is still an enormous gap between international declarations and government commitments to implement these commitments in their respective national contexts.
