De quelques dizaines de membres fondateurs à la fin de l'année 2000, l'INEE est passé à environ 5 000 membres au cours de sa première décennie. Depuis 2010, plus de 1 000 nouveaux membres ont rejoint le réseau chaque année, soit environ 3 à 5 nouveaux membres par jour.
