Rights-holder
Central to the idea of human rights is establishing and sustaining the relationship between the rights-holder (who has the right) and the duty-bearer (who has the obligation to fulfill the right). When a country ratifies a human rights instrument, it becomes accountable to all its citizens, including children, and to the international community for these rights. Rights-based education recognizes children as subjects of rights. As rights-holders, children, parents, teachers, and others are entitled to demand that the state and other duty-bearers meet obligations to respect, protect, and fulfill the right to education of all children.
