It is time to update the INEE Minimum Standards. And we are pleased to invite you to take part in this process!

Background

INEE MS cover image ENGSince the last update of the INEE Minimum Standards (INEE MS) in 2010, the context of humanitarian crises and the development landscape have drastically changed. At that time, some critical pieces of the current aid system did not exist, including the Sustainable Development Goals, the Global Compact on Refugees, and the Education Cannot Wait fund. Emergency contexts have also changed, with the escalating impacts of climate change, the onset of pandemics in an increasingly interconnected world, unprecedented forced migrations, and a rapid increase in both the number and complexity of humanitarian crises. Since 2010, the connections between education, child protection, and other sectors have deepened, and there are “new ways of working” that emphasize localization, decolonization, and coherence in humanitarian-development response.

Given their critical  importance for the education in emergencies sector, ensuring that the INEE Minimum Standards reflect evolving issues, themes, and contexts in humanitarian assistance is essential for the delivery of quality, safe, and relevant education in all emergency contexts. This is what the update process seeks to achieve.

Scope of the update

  • Review and assess INEE MS uptake and usage to date. 
  • Conduct extensive consultation of EiE stakeholders in many contexts and languages, and then incorporate the gathered experience and expertise in the updated version.
  • Bring the INEE MS further into the new and evolving international humanitarian context, reflecting new learning, needs, priorities, and stakeholders.
  • Maintain the core structure of the domains and standards, while updating the content.
  • Upgrade the format and navigation of the handbook. 
  • Encourage and facilitate wider uptake and usage of the INEE MS.

Timeline and key actions

We kicked off the INEE MS update process with an informational webinar in July 2021 - watch to the recording and read the presentation. Between August and December 2021, we are conducting an assessment of INEE MS uptake and usage as well as extensive consultations through various meetings, workshops, surveys, and an online discussion platform. And we will do all of this in many languages and contexts. 

In 2022, authors will draft and revise the new text in Q1, followed by extensive review and validation in Q2 and Q3. In August 2022, the publication will be finalized, translated, and designed, with a target launch of November 2022. Please note that timelines and activities may change based on the results of the assessment and consultations.
