INEE Guidance Note on Gender

The INEE Guidance Note on Gender, an update to the 2010 Gender Pocket Guide, provides guidance on delivering education in a gender-responsive manner to anyone involved in providing education in emergencies (EiE) as part of an emergency preparedness, response, or recovery situation. This includes governments, non-governmental organizations, international agencies, and donors. It has been written with education practitioners in mind, including those involved in Education Clusters and other coordination or sector working groups, but the principles and advice are useful for others too.

This guidance note first outlines key principles for a gender-responsive approach to education programming and addresses some of the most common misconceptions and arguments against gender-responsive education. It then gives concrete strategies and actions for putting gender equality into practice in the major domains of education in emergencies, framed by the INEE Minimum Standards. Finally, a glossary of key gender terms, a list of useful resources for further reading, and a tool for gathering information about why girls and boys are not in school are provided as annexes.
