Egypt has the largest education system in the Middle East and North Africa region, serving a rapidly growing and youthful population. The Ministry of Education and Technical Education (MoETE) oversees pre‑university education, including general and technical education, and plays a central role in advancing the country’s human capital agenda in alignment with Egypt Vision 2030. In recent years, Egypt has undertaken significant sector planning efforts to strengthen evidence‑based decision‑making and guide education reform. A comprehensive pre‑university Education Sector Analysis (ESA) was completed in 2021, providing an in‑depth assessment of system performance, key challenges, and priority areas for reform. The findings of the ESA informed the development of Egypt’s Education Sector Plan (ESP) for the period 2023–2027, which sets out the government’s medium‑term vision, strategic priorities, and targets for the education sector. Building on the ESP, MoETE subsequently developed its Strategic Plan for 2024–2029 to translate sector‑wide priorities into ministerial strategies, programmes, and implementation arrangements. Following the adoption of these core planning instruments, MoETE initiated a series of policy and programmatic reforms aimed at strengthening the foundational conditions for learning across the public education system. These reforms have focused on addressing key system constraints, including high class density, teacher shortages, student attendance, and effective instructional time. In this evolving context, continued technical assistance focused on strengthening MoETE’s institutional capacity for education sector analysis, planning, implementation and monitoring remains critical. Enhancing national ownership of ESA and ESP processes, and strengthening the ability to update, operationalize, and monitor sector plans, will support more coherent, sustainable, and results‑oriented education reforms in Egypt.
