What we’re looking for

EdTech Hub is seeking a National Education and EdTech Consultant based in Madagascar to support the development of Madagascar’s National EdTech Strategy in partnership with UNICEF Madagascar and the Ministry of National Education.

The consultant will work closely with the Lead National Consultant and the broader EdTech Hub technical team throughout the strategy development process. The role is designed for an early- to mid-career education professional who combines strong knowledge of Madagascar’s education system with practical experience in education technology, research, stakeholder engagement, and workshop facilitation.

The consultant will play a key role in supporting research, data collection, stakeholder consultations, workshop facilitation, analysis, and strategy development activities throughout the assignment.

Responsibilities

The consultant will work closely with the Helpdesk Africa Lead, Lead Consultant and EdTech Hub team and may have a range of responsibilities. These may include one or more of the following tasks:

Research and Analysis

  • Conduct desk research on education, digital learning, and EdTech initiatives in Madagascar.
  • Support the mapping of existing EdTech programmes, policies, platforms, and stakeholders. 
  • Assist with the collection, organisation, and analysis of qualitative and quantitative data. 
  • Conduct literature reviews and background research to inform strategy development. 
  • Support the drafting of technical reports, presentations, briefing notes, and strategy documents. 
  • Support the analysis and alignment of the National EdTech Strategy with existing Ministry of National Education (MEN) policies, plans, programmes, and reform priorities, including the Partnership Compact, Prodigy, and other relevant national initiatives.
  • Support the identification of institutional, operational, and implementation constraints that may affect the adoption, sustainability, and scale-up of EdTech interventions.
  • Support the assessment of barriers to equitable access and participation, including those related to gender, disability, language, geography, connectivity, and socioeconomic status, and document implications for strategy development.

Stakeholder Engagement and Data Collection

  • Support stakeholder mapping and engagement activities. 
  • Conduct Key Informant Interviews (KIIs), focus group discussions, and other consultation activities. 
  • Coordinate meetings and consultations with government officials, development partners, civil society organisations, schools, and private sector stakeholders. 
  • Document consultation findings and synthesise stakeholder feedback. 
  • support engagement and coordination with Ministry technical working groups, government departments, and other relevant public sector stakeholders to strengthen government ownership of the strategy development process.
  • Facilitate consultations to identify implementation challenges, resource requirements, and institutional capacities necessary for successful strategy implementation.
  • Ensure that consultations include representation from diverse stakeholder groups, including those serving marginalized and underserved populations.

Workshop Facilitation

  • Support the planning and delivery of inception, validation, and strategy co-creation workshops. 
  • Prepare workshop materials, presentations, and facilitation guides. 
  • Facilitate small-group discussions and stakeholder consultation sessions. 
  • Document workshop outputs and support synthesis of findings. 

Strategy Development Support

  • Contribute to the development of the National EdTech Strategy and associated implementation planning documents.
  • Contribute to the identification of financing and resource considerations required to support implementation and sustainability.
  • Support the development of monitoring, evaluation, and learning (MEL) indicators and frameworks to track implementation progress and outcomes.
  • Ensure equity and inclusion considerations are reflected throughout the strategy, implementation roadmap, and associated recommendations.
  • Support drafting and revision of sections of technical reports, implementation plans, and strategy documents.
  • Assist with validation and review processes.
  • Support the incorporation of stakeholder feedback into final deliverables.

Project Coordination

  • Participate in regular meetings with UNICEF Madagascar, the Ministry of Education, and EdTech Hub team members. 
  • Support project planning, scheduling, and tracking of activities. 
  • Provide timely documentation and reporting of activities and outputs.
  • Support coordination between UNICEF, the Ministry of National Education, EdTech Hub and other key stakeholders to promote alignment, ownership, and uptake of strategy recommendations.
  • Track emerging implementation risks, dependencies, and opportunities that may influence strategy delivery.

Qualifications

  • Undergraduate degree in Education, Educational Technology, International Development, Public Policy, Social Sciences, or a related field. 
  • Minimum 3 years of relevant professional experience in education, EdTech, research, policy, or programme implementation. 
  • Experience working in Madagascar’s education sector. 
  • Familiarity with digital learning, ICT in education, teacher professional development, education management systems, or related fields. 
  • Experience conducting interviews, consultations, or qualitative research activities. 
  • Experience supporting workshops, meetings, and stakeholder engagement processes. 
  • Strong written communication and report-writing skills. 
  • Fluency in French and Malagasy. 
  • Working proficiency in English. 
  • Willingness and ability to travel within Madagascar as required.

Preferred

  • Familiarity with education sector planning, policy development, or government strategy processes in Madagascar.
  • Understanding of issues related to equity, inclusion, and access in education and digital learning contexts.
  • Experience supporting programme implementation, monitoring and evaluation, or education sector reform initiatives is an asset.

Scope and Duration

  • The consultant will be engaged on a part-time basis for the duration of the National EdTech Strategy development process.
  • The anticipated period of performance is approximately 6–8 months, with the level of effort varying across different phases of the assignment.
