Holistic Learning Outcome Measurement Handbook in EIEPC – launch event
The official launch of the new Education Cannot Wait (ECW) Holistic Learning Outcome Measurement (HLOM) Handbook. This webinar brought together practitioners, donors, and policymakers on education in humanitarian-development work to learn about the background, scope and purpose of the Handbook - and how it can support your work.
The HLOM Handbook provides a structured approach for designing and executing tailored holistic learning outcome measurements. The Handbook takes a technical, capacity-development, and research uptake approach to strengthen learning assessment systems in emergencies and protracted crises settings. It is designed to guide EIEPC programmes and organizations, including ECW grantees, who conduct an HLOM.
The Handbook draws on evidence from ECW’s 2021-2024 HLOM programme implemented by Cambridge Education and Oxford MeasurEd; ECW Multi-Year Resilience Programme grantees in six countries including Uganda, Iraq, Democratic Republic of the Congo, Burkina Faso, Ethiopia and Bangladesh; and six National Assessment Partners.
