Collective Impact through Collective Action: Launching INEE’s Strategic Framework for 2024-2030

Since our founding in 2000, INEE’s mission has always been to ensure the right to a quality, safe, and relevant education for all who live in emergency and crisis contexts through prevention, preparedness, response, and recovery. How INEE has pursued this mission, though, is just as essential to INEE’s story and ethos. As an inter-agency network, INEE has always been where EiE actors and stakeholders come together and work collectively to address the needs and priorities of its members for the growth and benefit of the sector as a whole. Whether in establishing the INEE Minimum Standards for Education, advocating for recognition of the right to EiE at the UN, or creating a suite of global public goods like technical guidance and other tools to support education policymakers and practitioners, this collective action approach is the heart of INEE and one of our greatest strengths.

Now in our 24th year, our mission remains as relevant and urgent as ever. Crises continue to arise and are lasting longer. They are also growing increasingly complex and will continue to do so as the effects of climate change expand. Additionally, despite being an essential, lifesaving, and life-sustaining humanitarian intervention, education far too often is neglected or deprioritized in crisis preparedness, response, and recovery. In this context, INEE members need the support and community that being a part of INEE provides more than ever to ensure their continued high-quality work – and results – in the EiE sector.

SF CoverTo meet this critical need, today INEE is launching Collective Impact through Collective Action: INEE Strategic Framework 2024-2030. This new multi-year strategy serves as the guide for all of INEE’s work and results through 2030, empowering the network to continue to play an effective role in the fulfillment of the right to quality, safe, and relevant education for all those affected by emergencies and/or protracted crises.

This is a strategic framework by members, for members. It is the product of an extensive, member-centric review and co-creation process and articulates both what INEE members will achieve by 2030 and how they will do so collectively. It includes:

  • A new theory of change, reflective of the global humanitarian landscape and the priorities and results members aspire to,
  • A renewed focus on collective action and the INEE Minimum Standards for Education,
  • Five Strategic Priorities to organize INEE’s work around, including a new one focused specifically on EiE data and evidence, and
  • Six new Cross-Cutting Elements that will inform and shape every aspect of INEE’s work.

Through this strategic framework, INEE members have also become increasingly focused on their collective impact. Impact, outcomes, and INEE’s added value to the sector feature prominently. This strategic framework articulates the direction INEE members want to move the EiE sector in and provides the roadmap for achieving success in doing so. At the same time, it maintains the necessary agility and adaptability for INEE members to respond to changes in the EiE landscape and evolving needs and priorities. This strategic framework is built for INEE’s collective action approach.

As INEE as a network moves into this next chapter of its story, its members will remain its authors. Collectively, we will create bold, innovative, and collectively developed platforms, programs, and services to serve the needs of the EiE sector. We will equitably welcome all EiE stakeholders to formulate policy and practice tools that are meaningful and relevant to all kinds of stakeholders. And we will facilitate connections among members around the world and foster the exchange of ideas, experiences, and expertise to strengthen each other’s work and results. This collective impact through collective action approach is at the heart of INEE.

In the coming years, with this new strategic framework as its guide, INEE – collectively as a network – will deepen both its commitment and efforts to fulfill the right to a quality, safe, and relevant education for all. We invite all INEE members and partners to join us in this mission.
