Helen Dabu
Attorney Helen Dabu was appointed the Secretary-General of Asia South Pacific Association for Basic and Adult Education (ASPBAE) effective 1 January 2021, but has been with ASPBAE since 2009. Atty. Helen is a lawyer and a registered social worker in the Philippines, and has been engaged in education and development work in the last 19 years. She has a track record in advocacy, capacity-building, institutional building and networking in the Asia Pacific region. She has dedicated her professional life to championing human rights: as a practicing lawyer, defending migrant workers’ rights through strategic litigation and parliamentary engagements, and in her work with ASPBAE since 2009, staunchly advocating for education as basic human right. She strongly supported ASPBAE’s efforts to facilitate the formation of national education coalitions in a number of countries in the region, and co-managed ASPBAE’s extensive capacity-building for advocacy programme. Atty. Helen Dabu has also served in 2020- 2021 as a representative of the Southern civil society constituency (CSO2) in the Board of the Global Partnership for Education (GPE) and contributed in bringing the voices and concerns of Southern CSO constituencies to global platforms such as GPE. She is currently the CSO representative to the Sherpa Group of the global SDG4 High Level Steering Committee (SDG4 HLSC), and also a member of the Steering Group of the Inter-agency Network for Education in Emergencies (INEE).
