Charlevoix Declaration on Quality Education for Girls, Adolescent Girls and Women in Developing Countries

The Charlevoix Declaration represents a joint effort from the Leaders of G7 countries to step up for girls and women in conflict and crisis contexts. Focusing both on dismantling the barriers to education and improving the quality of education, the G7 have committed to promote and improve learning outcomes for both refugees and host communities, while also working to reduce the time children and youth, especially girls, are out of school as a result of conflict and displacement.

The Leaders of the G7, recognizing that gender equality is fundamental for the fulfillment of human rights, commit to:

  • Close the gap in access to education during conflict and crisis, and for refugees and the internally displaced, both inside and outside camps by working to reduce the time that conflict and crisis situations keep children and youth, especially girls, out of school
  • Improve coordination between humanitarian assistance and development cooperation by partnering with key humanitarian and development organizations such as the Global Partnership for Education and Education Cannot Wait to ensure commitment to gender equality

They will also continue to strengthen efforts to dismantle the barriers to girls’ and women’s education in developing countries with investments that will support global actions to:

  • Prepare women for the jobs of the future
  • Improve sex- and age-disaggregated data and accountability
  • Encourage governments to ensure continuity of education for all 
  • Support innovative education delivery
  • Increase access to at least 12 years of safe and quality education that promotes gender equality 
  • Remove barriers to gender equality and to quality primary and secondary education

To support the implementation of the Charlevoix Declaration, Canada also led the mobilization of CDN $3.8+ billion. With contributions from the World Bank, the European Union, Japan, Germany, and the United Kingdom, this initiative represents the single largest investment in education for girls in conflict and crisis settings.
