The Guidance Note on Attacks against Schools and Hospitals provides practical information for the UN and its partners on how to implement aspects of Security Council resolution 1998. Adopted in 2011, the resolution gives the UN a mandate to identify and list the armed forces and groups who attack schools or hospitals, or protected persons in relation to schools and hospitals.

These current guidelines draw on those experiences and provide tools and resources needed to develop a Child Rights Situation Analysis (CRSA). The document describes the components and sequencing that will result in a good CRSA, and includes tips on how to manage the process in particularly complex or challenging situations.

These guidelines have been developed to support humanitarian managers and field staff in applying meaningful and safe children’s participation in different stages of the humanitarian programme response.

Rights from the Start is intended to highlight a truth that should be uncontroversial: that every person is entitled to the right to care and education from birth. However, the shocking fact remains that 200 million children do not receive these rights at all: the report examines government planning and budgets (including donor assistance) to show that many do not prioritise or even include early childhood in the education or national strategies.

The present report is submitted pursuant to Human Rights Council resolutions 8/4 and 17/3. It is devoted to the issue of domestic financing of basic education. It details human rights obligations for financing education and provides practical examples of national legal frameworks that ensure domestic financing.

The paper looks at the issues of enforceability and applicability of the right to education in emergencies, highlighting challenges and mechanisms at national, regional and international levels.
