Academic Learning Measurement and Assessment Tools in Education in Emergencies: Identifying, Analyzing, and Mapping Tools to Global Guidance Documents

In order to achieve SDG 4 by 2030, a sector-wide shift is needed from an exclusive focus on access, towards a recognition of access AND learning. In other words, children and young people should have access to quality and equitable learning opportunities. This requires a shared understanding of what quality and equitable learning outcomes are, as well as  alignment of measurement and assessment tools across stakeholders within the Education in Emergencies (EiE) sector. There also needs to be alignment between humanitarian and development actors to ensure children have access to quality education throughout the period of displacement and to ensure continuity in their learning. 

To facilitate such an understanding and alignment, the INEE Quality and Equitable Learning Outcomes (QELO) work stream within the INEE Education Policy Working Group (EPWG) commissioned two mapping exercises:

  • A mapping of measurement and assessment approaches for academic learning in conflict and crisis [see link to paper below]. This mapping covers programmatic measurement approaches, global measurement frameworks, assessment tools, and monitoring and results frameworks. The aim is to demonstrate what quality and equitable education in emergencies constitutes and how it can be assessed at the program and individual learning levels. It also aims to highlight? the linkages between measurement at the programme / national level and global measurement frameworks.
    • Part 1 - provides an overview of measurement tools, frameworks, and program approaches and compares each assessment’s purpose, design, target population, and various other parameters 
    • Part 2 - analyzes commonalities and differences across the domains and sub-domains assessed by each measurement tool 
    • Part 3 - summarizes the links across the measurement tools, frameworks, and program approaches, and their application in EiE contexts
  • A mapping of Social and Emotional Learning and Psychosocial Support (SEL and PSS) measurement and assessment approaches using the same framework as the above paper.
