Main Duties & Responsibilities

PROGRAMME QUALITY DEVELOPMENT

  • Provides PIN country programmes with technical support, reviews the quality of projects and programmes, helps to identify gaps and provides guidance to programme team for improvement
  • Supports PIN country programmes in developing EIE interventions and new proposals, ensuring evidence-based project design and integrating new innovations where relevant
  • Participates in needs assessments, project baselines, midterm and/or final evaluations including through support to the development of tools and analysis of data, highlighting good practices and lessons learned and identifying future opportunities for programming
  • Ensures that EiE programmes are aligned with global and in-country humanitarian needs overview (HNO) and humanitarian response plans (HRP) and PIN’s country and global level Education and Skills Strategies.
  • Coordinates with other relevant technical advisors to ensure that priority areas and cross-cutting themes are mainstreamed and appropriately coordinated
  • Where needed, participates in country-level EiE Cluster, Sector, Working Groups and/or Strategic Advisory Groups, in coordination with the lead EiE Advisor

KNOWLEDGE MANAGEMENT

  • Documents PIN’s EIE experiences and lessons learned, collects and shares best practices
  • Conducts regular and thorough analysis of programmatic data, documenting alignment to minimum standards, successes, best practices and gaps and, jointly with programme teams and Lead EiE Advisor (where relevant), outlining and following up on key recommendations for improvement
  • Supports cooperation with external experts (including universities and research institutes) and ensures networking with organizations working on EIE, sharing of resources and pursuance of potential partnership opportunities; coordinates with Alliance2015
  • Supports the identification of capacity gaps in EiE Country Programme and partner organisation teams; creates and delivers ongoing training and mentoring to address these gaps, in coordination with the Lead EiE Advisor. Where relevant, extends capacity development opportunities to country level EiE working Groups/Clusters or other networks
  • Develops and maintains an online shared resource folder, accessible to all CPs, for the storage of all relevant EiE internal and external resources, tools and guidance

Main requirements:

  • Minimum 5 years of relevant experience in a humanitarian or recovery context
  • Extensive experience in education in emergencies programming for school-aged children, including in first phase responses and protracted crises
  • Relevant higher education, preferably in international development, education, child protection or related fields
  • Experience in development of practical guidance and tools to support quality assurance of EiE programming
  • Strong capacity in leading proposal development
  • High level of understanding of organisational learning, and the role and contribution of Monitoring, evaluation, accountability and learning (MEAL) to programme development and quality
  • Experience with providing technical leadership and working collaboratively and supportively with colleagues
  • High level of experience with capacity development and mentoring
  • Strong knowledge in at least one of psychosocial support (PSS), Social Emotional Learning (SEL), literacy and numeracy curricula and related measurement tools
  • Experience in the delivery of or advisory related to Technical Vocational Education Training (TVET) is an advantage
  • Strong communication, facilitation and presentation skills
  • Fluency in English, both written and verbal
