Capacity Building
As the world faces increasingly complex and protracted crises, the number of children and young people whose right to education is at risk continues to grow. To meet these complex needs, all practitioners and stakeholders must continue to develop their EiE knowledge and skills so that they are able to ‘ensure the right to a quality, safe, and relevant education for all who live in emergency and crisis contexts through prevention, preparedness, response, and recovery’.

INEE defines capacity strengthening as ‘the strengthening of knowledge, ability, skills, and behavior to help people and organizations achieve their goals’ and explicitly identifies capacity building as a network wide priority in the INEE Strategic Framework 2018-2023.
INEE members work together to develop inter-agency capacity building tools and resources to help EiE practitioners put the INEE Minimum Standards into practice, as well as providing webinars and training opportunities for the network. INEE also share high quality capacity building opportunities from individual organisations and initiatives, while working with network members to improve and harmonize sector-wide approaches to professional development and supporting the professionalisation of the EiE workforce.
The EiE Professional Development Framework
In 2020 INEE launched the Education in Emergencies Competency Framework (EiE CF). The framework is grounded on the INEE Minimum Standards and articulates a common set of valued and recognised professional competencies for EiE practitioners.
The EiE Competency Framework describes expected standards of performance across a number of competencies that can be applied to different roles within an organization or sector. The framework provides a common lexicon for core humanitarian and technical competencies and defines expected knowledge, skills and attributes for each. The framework is intended to inform staff recruitment, learning and professional development, performance management, planning, and organizational design.
This is a sector-wide guidance to advance the accountability, effectiveness, and predictability of educational preparedness, response and recovery for affected populations. It is transferable across people, countries, and cultures and can be a valuable tool for entry-, mid-, and senior level professional development.
INEE Minimum Standards Trainings

The INEE Minimum Standards for Education: Preparedness, Response, and Recovery is the global framework for delivering quality education in emergencies. It is important that all EiE actors are familiar with the standards and able to apply them in their work. Now, more than ever, we must utilize common guidance in order to achieve our shared goals.
In an effort to continue supporting EiE actors’ use of the standards during the COVID-19 pandemic, INEE is offering training on the INEE Minimum Standards for Education: Preparedness, Response, and Recovery via Zoom. The training is conducted in Arabic, English, French, Portuguese and Spanish. During the training, participants develop knowledge and understanding of the INEE Minimum Standards and their purpose, while also developing skills to adapt and apply the standards in EiE programme design, implementation and monitoring.
This training meets Level 1 of the EiE competency framework, allowing participants to:
- Explain the importance, purpose & structure of the INEE Minimum Standards;
- Begin to adapt and apply the INEE Minimum Standards for their own work; and
- Connect with EiE colleagues who are using the INEE Minimum Standards in other contexts.
How does the training work?
- The training is open to all INEE members free of charge
- The training is facilitated by experienced EiE practitioners
- The training is participatory and interactive, with participants expected to collaborate in group work and to work on real life case studies
- Places are limited to 20 participants per training
- Participants will be expected to develop a case study after the training to demonstrate how they are applying their new knowledge. Upon successful completion of the post-training task a certificate is awarded.
- Participants are also able to access peer support after the training.
To date, 224 participants have participated in the remote INEE Minimum Standards training from over 130 organizations and 63 different countries. 93.5% of trainees reported an increase in their confidence using the INEE Minimum Standards upon completion of the training and, on average, participants reported an 85% increase in their confidence. When asked about positive aspects of the training, participants highlighted the applicability of the training to their work, as well as their enjoyment of connecting with colleagues in very different contexts. One participant said, "[The training] really made me see the presence of the standards in pretty much everything I do at work! I think it was both informative and very learner-centered. By the end of the three days, it seems like my perspective has changed."
*INEE are also able to offer a tailored version of this INEE MS training for specific countries and contexts, and for organisations who are working to ensure all of their staff are confident using the standards in their work.
