Las normas mínimas de la INEE tienen carácter genérico para que puedan ser aplicadas en una amplia gama de contextos. Están pensadas para servir como guía a profesionales y para quienes elaboran políticas para establecer un programa de educación de calidad en emergencias hasta la recuperación. Las normas mínimas son más efectivas cuando se contextualizan para cada escenario particular. Las normas definen los objetivos para alcanzar una calidad educativa universal, mientras las acciones representan los pasos específicos que se deben dar para cumplir con cada norma. Debido a que cada contexto es único, las acciones clave del manual deben ser adaptadas para cada situación específica. El contexto, incluidos los recursos disponibles, y el momento de la emergencia deben ser tenidos en cuenta para determinar las acciones localmente aceptadas en dicho contexto.

Pasos para contextualizar las normas mínimas de la INEE

  1. Identificar a otros actores educativos en su contexto que estén interesados en cooperar con usted en el proceso de contextualización.

  2. Organice una orientación sobre las normas mínimas. Invite a otros actores educativos de agencias locales y al Ministro de Educación. Use el manual en el idioma local si está disponible. Durante la orientación, algunos participantes pueden verse interesados en contribuir al proceso de contextualización.

  3. Establezca un grupo de trabajo con los representantes de otras agencias educativas y, con suerte, con aquellos que asistieron a la orientación sobre las normas mínimas. Escoja a un coordinador para que supervise todo el proceso de contextualización y organice reuniones para debatir cada norma por separado.

  4. Presente un marco para la contextualización que sirva de guía para debatir las características y elementos de cada norma. Divida cada norma en sus diferentes componentes y analice cada uno en detalle, asegurándose de no simplificar las normas debido a contextos difíciles. Consulte las acciones clave y las notas sobre dirección de cada norma para ayudar a guiar el debate y las definiciones.

  5. Organice una serie de reuniones de trabajo con los actores educativos para revisar todas las normas mínimas.

  6. Una vez que las normas hayan sido contextualizadas, consolidelas en un único documento.

  7. Organice un foro donde estas normas contextualizadas sean presentadas a profesionales y tomadores de decisiones.
